Usually I rather white, it gives a cleaner look and can do more things as opposed to the dark background which doesn't give me so many choices.

Definitely white it allows more contrast and is much easier to read from.  A dark framed in clear area can give some nice effects while maintaining this ability.

I used to be a great fan of black, but have since moved on to white just because it works more for people generally, but ocassionally you will see me use black to bring out a theme. For instance: http://www.Barbarism.org

Nice very dramatic but subtle.  One has to stop and look to really take it all in.
